Family-owned five-star housebuilder, Bloor Homes, is preparing an outline planning application for an infrastructure-led development of high-quality family and affordable homes, specialist older people’s housing, a new primary school and a purpose-built new health centre for Eccleshall’s Crown Surgery, on land to the east of the town.
The proposed new neighbourhood would provide a spine road link between Stafford Road to south and Stone Road to the north, as well as a network of landscaped walking and cycling routes, enhancements to existing rights of way and extensive landscape planting to significantly increase tree cover across the site.
A focus on sustainability
The new homes for Eccleshall will be built to Future Homes Standard, meaning a gas-free development with new homes incorporating air source heat pumps, PV cells, uprated insulation and EV charging infrastructure. This will deliver a neighbourhood of net zero carbon ready homes.
We want to deliver a high-quality new neighbourhood for Eccleshall, with a focus on providing extensive green public open spaces and significant biodiversity enhancements. Existing mature trees and the majority of hedgerows will be retained and enhanced with additional landscape planting, significantly increasing tree cover across the site.
Bloor Homes is a member of the Homes for Nature programme which will see the installation of swift nesting boxes in every new home and hedgehog highways between gardens.
Community consultation
We want to ensure that our outline proposals align as much as possible with the priorities and aspirations of the community in Eccleshall.
Following our initial online community aspirations survey earlier in 2025, we have now updated our consultation website with more detailed information and an opportunity to provide further feedback to help shape an outline planning application to be submitted to Stafford Borough Council in the summer of 2025.
Consultation drop-in exhibition
To complement our online consultation, we are also presenting the information from this website at a consultation drop-in exhibition. This will provide an opportunity for members of the community, including those who have limited access to the internet, to view the proposals, speak to members of the project team, and provide feedback.

Outline planning application
Summer 2025We will submit an outline planning application for our proposed neighbourhood of new homes, school, health centre and extensive green public open spaces to Stafford Borough Council. This website will be updated with information about the submitted plans and email notifications will be sent to all who have opted-in to receive them advising of the outline planning submission.
Statutory consultation
Summer/early Autumn 2025Stafford Borough Council will carry out Statutory Consultation on the outline plans, seeking feedback from statutory bodies such as Eccleshall Parish Council, the local NHS, education providers and highways authorities, as well as members of the public.
Outline planning application determined
In line with Stafford Borough Council planning timescalesStafford Borough Council will make a decision on our outline planning application.
Reserved matters planning application
Estimated 2026Should outline planning permission be granted, we will then prepare detailed Reserved Matters planning applications for the new neighbourhood. This would involve further consultation with the community on these matters of detail prior to the Reserved Matters planning applications being submitted.
