BLOOR HOMES, ECCLESHALL

A proposed new neighbourhood east of Eccleshall, delivering up to 480 high-quality homes, specialist older peoples housing, a new primary school, a new primary care hub, and extensive tree planting and public green open spaces.

Family-owned five-star housebuilder, Bloor Homes, has submitted an outline planning application for an infrastructure-led development of high-quality family and affordable homes, specialist older people’s housing, a new primary school and a purpose-built new medical centre/primary care hub on land to the east of Eccleshall.

The proposed new neighbourhood would provide a spine road link between Stafford Road to south and Stone Road to the north, as well as a network of landscaped walking and cycling routes, enhancements to existing rights of way and extensive landscape planting to significantly increase tree cover across the site.

Outline planning application submitted

Our outline planning application has now been submitted to Stafford Borough Council. The outline planning application sets out the principles for the delivery of up to 480 high-quality, energy efficient market and affordable homes, specialist older people’s housing, a new primary school, a new medical centre/primary care hub and extensive landscaped public open space including play areas, community orchard, areas for biodiversity enhancement and a network of walking and cycling routes.

We have refreshed this website’s homepage to reflect the planning submission.

The outline planning application is the first formal step in the planning process, setting out broad overarching principles of development and will involve statutory consultation carried out by Stafford Borough Council with a wide range of organisations. If approved, a further planning application will then be required to establish the finer details of the proposed neighbourhood, including architecture, mix of homes, detailed layout and landscaping.

Infrastructure-led development

The plans will help meet Stafford’s housing needs over the next 15 years in line with housing targets provided by the Government, but in a way that provides new purpose-built facilities to ensure the sustainability of the wider community. As part of the infrastructure-led approach, a new primary school is proposed, with a serviced site being provided alongside the funding for its delivery. The development also includes a site for a new primary care hub, the final form and use of which will be determined by the local NHS Integrated Care Board, as well as healthcare funding. The new neighbourhood would be set within extensive green infrastructure, including landscaped public open spaces, play areas and habitat enhancements.

A focus on sustainability

The new homes for Eccleshall will be built to be energy efficient, in a gas-free development with new homes incorporating air source heat pumps, solar panels, uprated insulation and EV charging infrastructure. This will deliver a neighbourhood of net zero-carbon ready homes.

We want to deliver a high-quality new neighbourhood for Eccleshall, with a focus on providing extensive green public open spaces and significant biodiversity enhancements. Existing mature trees and the majority of hedgerows will be retained and enhanced with additional landscape planting, significantly increasing tree cover across the site.

Bloor Homes is a member of the Homes for Nature programme which will see the installation of swift nesting boxes in every new home and hedgehog highways between gardens.

Community consultation

We wanted to ensure that our outline proposals align as much as possible with the priorities and aspirations of the community in Eccleshall.

We carried out an initial online community aspirations survey in 2025, before undertaking more focussed pre-application with the community both online and at a consultation drop-in event held at Eccleshall Community Centre during the summer. This provided local people with an opportunity to provide feedback to help shape an outline planning application which has now been submitted to Stafford Borough Council.

We are carrying out pre-application consultation with the community in Eccleshall, providing an opportunity for local people to help shape the emerging plans.

Outline planning application

Winter 2025

We will submit an outline planning application for our proposed neighbourhood of new homes, school, health centre and extensive green public open spaces to Stafford Borough Council. This website will be updated with information about the submitted plans and email notifications will be sent to all who have opted-in to receive them advising of the outline planning submission.

Statutory consultation

Winter 2025/2026

Stafford Borough Council will carry out Statutory Consultation on the outline plans, seeking feedback from statutory bodies such as Eccleshall Parish Council, the local NHS, education providers and highways authorities, as well as members of the public.

Reserved matters planning application

Should outline planning permission be granted, we will then prepare detailed Reserved Matters planning applications for the new neighbourhood. This would involve further consultation with the community on these matters of detail prior to the Reserved Matters planning applications being submitted.
